That's a pretty vague problem. Are you sure you're downloading torrents? Are you being denied permission on the torrent which will be indicated in the status? Are you using the most current version of uTorrent which some trackers don't like a la Aradi tracker? I mean, there's like a 100 possible reasons it's not working, you really need to be more specific.
Try BitComet as an alternative.

If you are using Firefox, click on the torrent link. A window should pop-up asking you to open with uTorrent or save torrent. Choose open and it will open the uTorrent program, click OK to confirm opening the torrent and it should work.
If it doesn't work, most likely a bad torrent, or not enough people are seeding it.

The program uTorrent isn't illegal since it can be used to legally obtain some software that is available for download via torrents, like open source software and Linux distributions. Certain torrent websites are illegal, and only the ones that "host" and "distribute" copyrighted works.

When it comes to Torrents, I like Bit Torrent. It's Free and detects most firewalls. Just make sure that you configure the program to your Internet Speed (Download and Upload. To find out, good "CTC Broadband Test".)
