I suppose that technically they could try to charge you with attempted theft, but it would be nearly impossible for them to prove. As such, you are probably not going to be charged at all.

Yes you can still get into trouble with the law, at least in Pennsylvania. Pennsylvania's retail theft law has a provision that basically states that any person who conceals unpurchased merchandise shall be presumed to have concealed such property with the intention of depriving the owner the possession, use or value of the merchandise.
In other words - if you conceal it, you are presumed to have done so with the intent to steal it.

It depends on the jurisdiction. Some states may have laws that says that doing so constitutes what is called active concealment, which is illegal. The law dictates that there is no reason for you to conceal merchandise on or about your preson other than to steal it.

It depends on the store. Some don't allow you to carry other stores' bags in. If you did and put an item into another store bag, they might be convinced you were stealing.
Under most circumstances, they wait for someone to clearly leave the store before apprehending them to prove intent to steal.

If you did not pass the cash registers, then you did nothing illegal.
For example, you may run out of room in your arms to carry everything, so you put the tennis ball container in your coat pocket. You then go up to the register, put everything on the counter, pull the tennis balls out of your coat pocket and place them on the counter and then pay for everything. Absolutely fine. Nothing illegal.
