I thought Balasik (actually used as mabalasik) means fierce. In conversations over beer, it can also mean "libidinous" as in Wow, mabalasik pa yan si Lolo kahit matanda na (Grandpa is still up to it even while he is old).

It can be used for anything that connotes strength.

Yes, sweetwater is right. The word is actually a contraction of "bagsik" (fierce) and "lalim" (deep), hence "balasik" means angry look as in menacing deep long stare.
