I, unlike so many responders, do not know what Bush's credibility rating among sovereign nations is. I would venture to guess not good. But, anecdotally, shortly after Bush received his appointment for the first term, my wife and I were in the Dominican Republic for vacation. There are a lot of Europeans that vacation there and we have talked to more then a few. I was asked a question typical of the kind I get in a lot of those conversations. It was from an English man and his wife. It was basically, "How could you elect a man like that as president?" He was very curious since it was a topic of discussion by many of his friends back home. I don't think he had much to begin with.

I seriously doubt it. Much of the civilized world is electing leaders who are friends of Bush, i.e. Harper (Canada), Merkel (Germany), Sarkozy (France), Brown (England), Howard (Australia), and so on. Socialist economic policies, similar to what the Democrats want to do today to "restore our credibility with Europe" have not worked in Europe and the voters there are turning to leaders who want to make nice with the U.S. While the U.S. economy has been booming since 2003 under Bush, progressive policies practiced by Europe has plunged Europe into recessions and riots against their liberal leaders. Look at France before Sarko the American! The French voters hated Chirac with a passion even though Chirac cut their work week to four days and put them all on welfare benefits just like the Progressives here want to do with us. Socialized medicine has proved to be a catastrophe everywhere it has been implemented and now healthcare in those nations is being rationed in a manner it was never meant to be. That's why you have people here from all over the world on medical visas to get care they can't get under Hillarycare adopted in their own countries.
I am surprised, however the world community has any credibility with YOU. Look at the mess the U.N. is in. Oil-For-Food, World Bank corruption, Sudan as the lead nation on the UN's Human Rights Council (Sudan practices slavery to this day), bribery and corruption everywhere but the U.S.

I sense some of these answers stray off topic, so here.
Yes, he has lost credibility in the world.
Before closer to times of 9/11 he was seen as the hero who stood up to the terrorists, and all who live free...
However, as time carried on, people started to question his motives, with scrutiny such as :
"why did you bomb iraq when Osama is from afghanistan"?
" There were no Nuclear weapons there, why stay?"
And many other allegations about an ulterior motive for US economics interest.
And with more recent news with the Iran/Korea, problems other countries allied with the US are wondering why they keep looking for war.
Before the WORLD had USA's back, now most have pulled out of US missions, realizing that maybe, we are supporting them for wrong reasons,ofcourse, with the exception of the english speaking world, Canada, UK, Australia...
But even so, they're supporting mainly from an International level, when talking about sending more troops or aiding a war, a big sense of hesitation comes knocking on the door.
Usually to be slammed on the Americans.
The world sees him as a Wolf masquerading as a sheep.
"We're to help you guys fight for your freedom"
Now seen as " We're here to make America prosper"
Has he lost credibility in the world? Yes. Does that make him a bad Leader? Maybe. Depends on whether your American.

France is trying to gain a stronger relationship with The US, The US was able to bring over half the Mid-East to a peace conference in Anapolis, The British are still standing by us..... But no we have no credibility

The only people who have lost credibility in the world community are those who oppose Bush. They have been unable to make him change course. Haven't been able to engineer American defeat, and offer no alternative to Bush that the American people will accept. I take it that by "world Community" you mean the internationalist left.
