Yes. You can attack with a monster the turn it is summoned unless the monster has an effect that doen't let you ar if there is a card on the field that doesn't let most monster attack like Messanger of Peace and Gravity Bind. Also if you summon a monster in the first turn you can't attack with it. The person that goes second can attack after the first turn.

Yes, you can unless the monster has an effect that says otherwise, its yor first turn, or your opponent activates a trap that prevents you from attacking. other than that, yup, the monster can attack the same turn it was normal, flipped, or special summoned...
