Patented plants cannot be propagated for sale. However you can propagate them for your own use. Kind of like when you buy a cd, you can copy it to your computer or Ipod for personal use, but you could get into trouble if you start making cds and selling them.
Azaleas are difficult for a hobbyist to propagate. Cuttings take 12 weeks to root under optimum conditions. You can propagate them by simple layering. Bend a branch down and cover it with soil about midway, leaving the tip exposed to sunlight. Eventually it will form roots on the buried portion of the stem and you can then cut off the branch and plant it where you like. This can take 3 or 4 months, during the growing season (not dormant period). I have done this many times with azaleas, but have not done it with encore azaleas. I would expect encores to behave the same way.

Lay a branch still connected to the mother plant on the ground, put a brick on it. When you see new leaves, you have roots. Transplant.
