Hi, layers of clothing is the trick to staying warm. You will freeze to death eventually, but common sense and pain will prevent that. The biggest factor is wind chill. As your body temp drops blood will leave your extremities to heat your internal organs. Your legs will get cold then numb, too much exposure will lead to frost bite and eventually unconsciousness, then death. There are about a million factors which will affect the time you can safely stand in such an environment, but on the whole its not a good idea. If you get wet or attempt this in water at minus 4 you will die very quickly. Be especially careful not to fall over, although potential rescuers will probably be attracted to the whistling sound if it is windy! If you do attempt such a feat and feel the effects, snuggle with some one in a warm sleeping bag, but be mindful of the consequences, especially considering your attire (or lack of it). In short: possible, but not recommended.

Your body's temperature regulating system can handle temperatures of -4 C for short periods. You will not die if you are outside for short periods of time but your legs are going to be VERY cold. It would be a help even if you can wear leggings and take them off when you get to your destination.
The secret to comfort in the cold is to wear many layers. Nothing prevents you from taking off the extra layers and placing them in a tote bag when they are no longer needed. Fashion should not come first before your health.

You will probably die from hypothermia first before you actually turn into a block of ice. Not a good idea.
You will also get frostbite and VERY sore blisters all over your hands and legs. Is this what you want?
You need your gloves, scarf, thick tights and as hat. Its not about looking good. Its about taking care of yourself and acting responsible, otherwise you will end up in hospital.

No you won't freeze to death but you might get frost bite on parts of your body that are exposed. -4 Celsius is about 28 degrees Fahrenheit. I guess it depends on the wind chill. That lowers the temp even more.

yh i wore a skirt, tights, boots, jumper and coat at 0 celcius and i was FREEEEZING the whole time and numb by the time a got home..... i also got the worst cold ive had in about 3 years..

Scientifically proven that you lose heat from head, hands and feet more than any other part of the body. So I wouldn't just wear a coat, it is not advisable.

I would personally have some leggings on standby, and some socks if your boots are roomy enough, and seeing one fifth of heat loss is through the head, some sort of hat and scarf.

Are you planning to remain outdoors for more than a 4 hour period? If not, you will survive. I wore shorts and a t-shirt in -2 celcius a couple years ago, and I was hardly even chilly.

hmm well its okay because wool coat is warm enough but the skirts is not good, you should cover your legs becuase the cold is goes from the bottom or from the top so cover both sides...

Your legs will get cold, but add a scarf and gloves and you should be fine. I live in Utah where it gets in the negative temperatures and I usually dress like that all the time.
