Were do we draw the line between deceptions and lies? Which is worse?
What about obligations to inform? Like if we know there is a bear up the trail and we just let the next bunch of hikers go by with out saying a thing is that a lie?

A lie may not be always be painful as deception is, although both obfuscate the truth.

Anything that is not the truth!
About the bear that wouldn't be very nice if you didn't worn
someone of trouble up ahead! That's just being mean that's
almost worse in my opinion!
Any way anything that is not honest would have to be a lie.
A deception is a lie because if you are trying to deceive then you are trying to trick someone. So I'll stand on it, there's no
argument a lie is a lie and everyone has done it!
However we should really try hard not to lie! :)

If we let the next bunch of hikers go, we haven't lied, because lies are deliberate things said or communicated. we have omitted to convey information, however, which could harm some-one and that is a different moral issue. We are guilty of causing harm, by ommitting to do something, if they get hurt.
There are instances where it is morally justifiable to lie. To save some-ones life, I would lie. To prevent harm to some one else I would lie. Even to prevent harm to some-ones feelings, I would lie. Haven't we all said we like a new garment some-one has bought because they love it, and we hate it? Not a big issue, but we say "Yeah, very nice" not "OH YUK that is so hideous" While the truth is always preferable, there are such occasions where telling a lie is better.

Since 'worse' is a value judgment, there is no objective answer to your question about which is worse.

Failing an 'obligation to inform' however is not a lie, it is simply a purposeful omission of crucial information. In many ways, it's 'worse' than a lie since by leaving out the information (there is a bear up the trail), you are implying that there IS no crucial information to be dispensed.

A Fabrication Of The Truth, For Starters

To be rational is a gift from God. On the other hand, rationalizations' are lies we tell ourselves because we love ourselves to much to face the truth.

For instance, we might tell ourselves, that bear will probably be gone by the time they get there. Or, they ought to know there are bears in the area. Those are rationalizations to make us feel better about our choices.

When we value ourselves more than others, we rationalize away the truth and give ourselves the gift of false contentment.

First one has to understand some basisc things like- We are not this material body, IE; Race, color, nationality, Religion, mind, intellect, senses, job, etc. We are all eternal spirit souls, part and parcel of the Supreme Soul, also known as Krishna, Allah, Jehovah, Vishnu, etc. We never die, only this mortal body dies.
This material world is not our real home, it is called Maya (illusion) and is temporary and full of misery, only one fourth of the souls come here, and the rest are enjoying blissful eternal loving relationships with our Maker named above. We fell here due to envying Gods position. He made the material world for those who want to try to live separately from Him (Which is impossible because He is actually everywhere). After many lifetimes of trying to be happy in this temporary world one becomes frustrated and board and begins to question their existence. We then seek out real happiness, and when one becomes sincere God reveals how to come back Home. Those who are intelligent, take up the process of self realization (Bhakti Yoga) which begins with the chanting of the Maha Mantra (the great mantra for deliverance from all suffering and illusion), which gives one real peace, happiness and reality. Then at the end of life they can give up all material attachments and fully surrender to God and return to the eternal Kingdom, where there is no more birth, death, old age, or disease and be eternally happy. I am so glad I knwo what life is now.
