Your question is somewhat vague (I don't click on askers' links, but I'm willing to bet that if you didn't get a good answer then, it's because you asked a similarly vague question).
I'm assuming that, for whatever reason, someone removed the fan shroud (i.e., the plastic or metal arch-like protector), and it overheated, and you think that's the cause of the overheating.
No. The shroud is there simply to protect the fan from excess water, dirt, etc, not to mention from accidentally chopping-off your extremities when leaning into the vehicle from the top! Although it could be argued that the shroud also focuses the breeze caused by the fan onto the radiator, it is not enough to cause a significant temperature change, whether you're idling or moving.
There are dozens of reasons for overheating, including, but certainly not limited to, not having the fan and/or its electrical connections properly attached, clogged water hoses (typically changed when engines are changed - - and why in heaven's name did you change a 1990 car's engine??? why didn't you invest in a new or better used car, instead???), failed thermostat (which also should have been changed with the engine), bad radiator fluid (which also should have been changed - - do you see where I'm going with this?!), etc, etc, etc.
Regardless, you shouldn't ask questions more than once, even if you get bad or insufficient answers the first time around, especially if you don't even bother giving enough details!

Today automobiles are made to run at extremely high temperatures to ensure the complete combustion of fuel. Even a missing fan shroud can be enough to reduce the efficiency of the system to where the car overheats. So, yes, a missing fan shroud can cause overheating.

The fan shroud, at least in my two cars and the van, is there to direct air flow across the engine as well as to provide venturi effect for the radiator.

Yes. The shroud funnels air through the fan. This makes the fan much more efficient at moving air! ;-)=
