Look for a small hole on the front of the drive. Take a paper clip and straighten out about three inches of the wire. Insert it into the hole and you should feel a "button". Press it in and the tray will open.
Whether it will start working after that depends on what caused the original problem. Sometimes you will have to reboot the PC before the drive will begin to work again after a manual opening.

Take a paper clip and bend one side to create a straight piece. There is a small hole on your CD disk just under the tray. Insert the paper clip and give it a slight push in and the tray should eject partially. After that manually pull the tray open.

Look on the front of the tray there will be a small hole. Stick a pin in it and it will release the tray.
