It is either in the process of defragging right now, or you no longer have the access to do it or the hard drive is so bad, that defragging is no longer allowed and you will have to reformat your hard drive.

Could be one of two reasons:
1. You don't have a minimum of 15% of disk free to perform a Defragmentation.
2. Or your hard drive has bad sectors.
Solution:
1. Delete unused programs, clean your Cache, Temporary Folders, recycle bin, Internet History, old documents, or non important e-mails.
2. Run a Scan disk to check and fix Disk errors.
You have the tools available in Windows.
Double click on My Computer> right click on C:/ drive (or the drive you want to scan)> select the Tools tab.

Your problem is not clear. There can be various reasons, common ones being lack of free space (atleast 15% for the built in tool) a program running in the background or screen saver interrupting the task ( try running it in safe mode), disk errors for which chkdsk needs to be run. If none of these are the case, try downloading a third party trial version, and check it out. Most often they do a better and faster job than the built in.

One reason could be (as I ran into, on the desktop we used to have) the disk is simply too full to have room to defrag...no room to move files around. Could that be it? Check Properties to see how full you are, then if it is, do your dangdest to delete whatever you can to make space enough for a defrag! (Like, we were near 89% full!)
