If you have already successfully created games or organized a group well growing up.
A good game is more than just great graphics. A good game first starts with a good storyline, with characters that do more than walk around and shoot at whatever moves. A good game developer develops a good story first. The Legend of Zelda series, for instance, was hugely popular because the story and quest was much more than death and destruction but involved redemption, achievement, skill, incorporated puzzles, included associating with others, and each level was designed to build certain skills needed for the next level.
Put your story together and write it out. Don't give your hero all the advantages, but spread out his or her needs over the map. Make sure you add supporting characters that actually support and are not "just there". Make your quest have a real purpose, and make sure it is not so difficult that you lose all your lives in the first level. (Man I hated Super Mario Brothers for that!)
If you can follow and develop a good story from start to finish, you have what it takes to be a good game developer.
