If he gets reported he can be fined into the thousands, or spend 5 years in prison. He is also at risk, as people doing the same as him, and the owner of the router have access to his machine from inside the router firewall making hacking easier. Also anyone with a wireless machine can read all his transactions, including user names, emails and clear text passwords. Enough for identity theft.

It is illegal to use someone else's wireless connection without their permission. If it is an open connection is may be sometimes allowed. Someone in Australia once got sued for using someone else's wireless connection without their permission. The only thing you can do to stop this is try using a router on the same channel - to disrupt the signal, or use a wifi blocker (may be illegal in some countries!)

In the US, that's called Theft of Services, and it's a felony. If that's not a deterrent for him, I don't know what is.

If people are stupid enough to leave their network unprotected it's their own fault if they get hacked. They are the ones who will get their door knocked if your friend downloads something illegal!
