I think it's an excellent idea!! Because it would be a pretty quick and easy way to track trolls and others who can't handle this place. I don't mind people being offended, and telling me. But don't report me just because MY opinion doesn't suite you personally.
Maybe you should throw the idea to yahoo in it's forum. If you do put up the question in yahoo forum let us know so we can reply to your post. Just email me the thread addy.
As for losing a point. Big deal. It's one point. I can make that up just by signing in. I've been on since Sept so I'd only have -3 by now for reporting. I admit it, I have reported 3 people. But two of those were for the same person with two different ID's who kept posting the same rant over and over again. It kept getting longer and longer. And after seeing it everyday for over two weeks I did report both ID's she was using.
The third time I reported a question was when this jerk was asking the question "do you take of the kids Halloween masks to make sure none of them are black."
So those are the 3 I reported and I would gladly take the hit to get rid of them. But that's just me. Just a little thing to make some people think twice.

I don't know if they should deduct points from a user for reporting someone. However, I DO think that Y!A should increase the number of reports they receive on someone before a violation notice is issued. Y!A's FAQ says that a question or answer will be removed if it's reported by one or more "reliable users." I know that if the circumstance is more serious the Answers staff may remove a question or answer themselves after reviewing it. However, the majority of the time they're just automatically removed and violation notices are issued, because of the way the Y!A system is designed. It's not the best design because there are waaaaaay too many trolls disguised as "reliable users" who are out to get other users they don't like by wrongfully reporting them. Furthermore, people who state their opinions are being reported as well. Y!A says that having a strong opinion is NOT a justifiable reason for reporting someone. They just ask that users "do not use slurs to refer to groups of people, do not insult other members, and do not act in a belligerent manner towards others" when stating their opinions.
Unfortunately other users still do report opinionated questions or answers regardless of the fact that they don't violate any of the community guidelines. This is EXTREMELY frustrating because honest Y!A users shouldn't have to pay the price for report happy trolls!

I think there should be a point penalty if you've reported a question that is later found to be acceptable. However, if you post a question that doesn't meet guidelines, i.e. it's a rant and not a question, uses unacceptable words, etc., then you deserve to be reported and lose the points for that question. (And the reporter doesn't.) I also think the rules need to be altered to allow for categories like Polls and Surveys, which often has questions that can be deemed "chatty" but which still should be acceptable in that category.

Personally, I don't think one point is going to make much of a difference. My own personal experience is that people that are out to stir up trouble, usually will, unless there is a punishment that will make a significant difference.
While I've only reported one person, there are people who do need to be reported. Not because they offend me, but because they are on here for the wrong reasons.

only if if the person who got reported didn't break any of the rules that's clearly layed out by yahoo answers. I've read on here 2 of the questions which belonged to 2 people who got suspended from YA, there's a big difference between offensive and inciting religious or racial hatred.

How about if someone reports an answer that is not a true violation, then they loose some points? You don't want to encourage people to ignore profanity and spam. Those things should be reported.

No. Everyone knows the rules, and if you decide to say something rude, you should be punshied.
I dont post offensive things, and neither should someone else. Everyone is going to disagree with something someone days... but they should do exactly like you said, and grow up and move on. I'd report the person saying offensive things.

yes!! on my other account, I got 15, and am now banned. most of the warnings I did nothing wrong, but I am a Yankee fan, and the Red Sox fans kept reporting me. I was a level 5 and a top contributer, but now had to start over :( very unfair system.

Here is my ideal on this.
If someone reports someones. Yahoo anwser sould keep track of who reports who.
If thay repost people for a reson then good.
If thay report them for no reson other then thay are mad yes. Thay sould lost ponts and if the report prople to offien that sould be banded.
