Whales have the highest brain to mass ratio of all creatures. Porpoises come next and humans come in third. The "intelligence" of a species is directly related to the size of their brain compared to their total mass, however, the ability of humans as a species to identify intelligence is highly questionable, based on behavior.

No such thing. But on average the kids going to US schools have pretty small brains. That's deliberate. The Republican party figures they need to breed new morons or nobody will vote for them.
