If a person is stupid, is he or she allowed to ask questions?

Some questions: Are they married? Are they married to each other? If they got married, with the expectation that they would eventually procreate & have children, then I guess they have to visit a specialist for fertility treatments. If they got married & realized they don't want children ... let's say they have 20 neices & nephews running around & realized they really don't want any more children hanging around, then I suppose it's fine to just have sex. Or maybe they need to look into adoption?

Well, supposedly, if a person knows he or she is sterile, he or she should not engage in sex, knowing that a pregnancy will not happen.
But, realistically, you're not going to talk a person into believing that. They'll do what they want.

Ofcourse they should be " allowed " ( allowed ??? ) . I have a feeling that you want to ask " If one of the married couple are sterile ...would they be allowed to have sex ' with others ' ??

Of course, fertility has nothing to do with sex. If they can enjoy sex without having children, its completely fine. And afterall, the no one else should have the right to issue sex licence
