This is a question I have had for a long time that no one seems to know the answer to!

DEAF people can. If a person is mute (cannot speak) because they are missing vocal cords, obviously not. If they are mute because of a psychological problem (some people elect not to speak or suffer from a condition that causes them to "freeze up"), then yes, they can.

yes...
the type of noise (laughing sound) will depend on the structures available and to some extent the reason why the individual is mute..

Some mute people aren't "mute" in the common understanding of the word - they mechanically cannot form words accuratly, so chose not to make 'noises' these people can of course laugh out loud the same as u or I

A time recently... Me and a good Friend were on road trip..long drive and came to a stop sign.... I guess in his attempt to break the monotony, the timing was right. Just beginning to play on the radio was Aerosmith~~Back in the saddle again...a funny song in it's own right. From here, he looked left, looked right, squinted his eyes slightly, puckered his lips.... HE ABSOLUTELY stuffed his foot through the floor of his 1998 Chevrolet Silverado, breaking the tires loose, throwing smoke, and a lot of noise...All while breaking out into lyric of "I'm BACK in the saddle again.." right in tune with Steven Tyler... In the passenger seat, I could stop laughing for the next 15 miles..Hysterical is an understatement....
