Always. As long as the possibility of dictatorship exists, the dictator can always choose to be as malevolent as he wants. In Germany, Nazi popularity peaked in 1932 when the National Socialists had about 1/3 of the seats in parliament. Their popularity was actually on the decline when Hitler seized control of the government. The Nazis never had the support of more than 35% or so of the population. That's all it takes sometimes. Once in power, there's a tried and true formula for dissovling Democracy. This formula typically involves the granting of sweeping dictatorial powers in the face of a "national emergency". In times past, the national emergency has usually been fabricated. A large percentage of historians believe that the Dutch anarchist who burned down Germany's Reichstag was part of a larger Nazi plot to fabricate such a national emergency. Kind of makes you wonder about 9/11, huh?

I think that depends very much on our willingness to learn from the past. Hitler and the Nazis have too much to teach us about the disasters they caused to go on being ignored the way we have been doing.

Yes, and look at how the UN, EU, and US have addressed genocide. We call them 'acts of genocide' and have limited response in places like Rwanda and Sudan and it was difficult to get a response in Bosnia.

The deaths attributed to dictators such as Hitler and Stalin (I believe) could never happen again at such a scale. So much is more open now because of technology. Facsist ideals (don't confuse with the persecution of Jews) are already happening.
