It is absolutely TOO soon, and it would be in very poor taste.
If you intend on pursuing said widow, you should be SUPPORTIVE and SYMPATHETIC at this time, and keep your FLIRTATIONS to yourself.
She will appreciate you and at the same time you will be leaving a good impression for future interaction.
However, do not be FAKE!
If you don't feel supportive and sympathetic then leave her alone for AT LEAST six months before turning on your flirtations.
