I would say why is the most important. We are always discovering how something works sometimes resulting in extremely long and complex equations.

If you train as a journalist they shall give you this or a similar structure to building a story:
Who?
Where?
Why?
How?
When?
Your question asks 'how' or 'why' and I have to ask, how did you reduce the question to only these two options and why bother?

How. Knowing how it all came about it more important than knowing the purpose (at least to me).
"How" is just so much more fascinating and has more potential.
