Absolutely, as long as there is enough water vapour in the air and the sun is behind you, there will be rainbows. I saw a circular rainbow on the ground (from an air-plane) last week. It was a trip!

Under the right conditions, there is no limit to how long a rainbow can last. Low sun and rainfall opposite of it will keep the rainbow there for as long as the conditions last.
As a pilot I am even fortunate to see rainbows that are complete circles. That is often observed when flying in sunshine over a thin layer of status clouds or fog.
