Depends on how proficient you are with the workings of the hardware and OS. Consider how much it costs to bringing a PC to a shop to do something instead of doing it your self.
Antivirus software has annual subscription costs of $50 or so depending on brand and functionality. High speed internet connections will cost $40 to 50 monthly. So between just these two items your at $650. ( Dial up is available for much less but why bother)
Printers require ink and you can easily go through $50 to $100 / year in printer supplies. (So now your upto $750 / year)
Cost of software depends on what you are doing. Most software packages donot require annual updating in terms of versions. You can get by with a new ver of MS Office for years while a CAD program may need to upgrade yearly.
Home Pc users will be buying games and such yearly.
So you would want to budget some money for software and hardware. (I would count Music downloads as software @ $1/song)

it depends on the computer your getting.
Like laptops can run from 599- to 15000, Computers have packages too that could be including the monitor, keyboard, and the computer it self and that could run you from 699-13000. Because it depends on how many inches is the monitor, the sort of computer, etc... all that factors into your computer cost.
Just because its the most expensive dosent mean its the best. I bought a computer for 799$, it had a 19`` monitor, keyboard and mouse, and the computer was vista loaded. So it was a cheap but it was great and new.

the only "on-going cost" is if something breaks, which is very rare if you take good care of the computer, or fairly common if you don't.
there are computers that are decades old and still running like new (although obsolete now). there are also computers only a few months old that have parts break.
