Basically, your car's engine emissions must be within certain limits, your windshield unobstructed, your windshield wipers working and in good repair, headlights and hi-beams working, parking lights and tail lights working, turning indicators working, tires in good shape, front end alignment within limits, suspension in good working order, brakes stopping properly, emergency brake working and horn working. Your paperwork must be up to date as well.
Things not included are four way flashers, side marker lights or window washers. If your auto is equipped with a third brake light is must work. Your rear license plate light must work, too. Your license plates must be properly fastened to the car. The gas cap must make a tight seal so as not to allow fumes to escape.
Any of these not working will cause you to fail. However, once you have them corrected you may not have to go through the whole process again. For instance, if you fail because your horn is not working, once it is fixed they will allow you to go around to the station exit and demonstrate it for them and they will then give you a good sticker.
Common failures in modern front wheel drive cars is excessive tire wear on the front tires. Front wheel drive cars are rough on front tires. For this reason, tire rotation is recommended at regular intervals. Many people neglect to do so. That results in excessive front tire wear.
