i'm gana make a website and put some music in it.

I want to make a collection and let the people to just "listen" to the music to be familiar with the singer, not for downloading them!? Also I can put a link for buying the CD online from their own website or somewhere else like Amazon.
And how can I get the permission from the artist?

Yes, copyright laws generally prohibit providing music on a website for download for free. You would have to pay royalties to the artists for the use of their music. You might want to check with an attorney about this.

Yea, Copyright infringement without the express written consent of the record label that owns the rights to the song.

Yes. Its called Copyright Infringement. You can't use someone else's music without their written consent.
