If a Christian believed in God prior to the brain damage and memory loss nothing has changed.If he no longer believes in God it does not matter as far as God is concerned.It is the result of the brain damage and not free will. Actually some people who suffer pain, illness, and disease will be chosen by God to be Saints.

The brain damaged person is already in hell once he suffers total memory loss, or he could be in heaven, a state of perfect bliss because he remembers nothing and is in a state
of no-being that is an ideal state in meditation. Remember there is no hell or heaven beyond this earth and if you are born on earth you are already in hell.

Are you saying he doesn't believe in God because he lost his memory or that he doesn't know he believed in God and knows nothing about Him? What about someone with multiple personalities: one personality that believes in God and another that defies Him?

You know, I've often thought of that myself: "What if I get amnesia and suddenly turn atheist?"
I don't really know what would happen, but I guess that God would try to do the best for us to remember our past. Afterall, He is the Healer.

Our Salvation depends on God, not us. He knows the intent and the heart, and he is not a legalist. So, no, he won't go to hell under those conditions.

RICHARD MY ANSWER IS YES THAT PERSON WILL GO TO HEAVEN.
Do you actually think God does not know what will happen to people before they are saved and after they are saved? Jesus died once.That person would not be saved by Jesus in the first place.You are not saved by works but by God's grace
