We made "gingerbread cookies" out of scraps of wood. Husband traced my gingerbread man cookie cutter on the wood and cut it out, and the kids and I painted them. We then got wire and curled it around a pencil to... well... curl it, and ran it through the two little holes hubby drilled through the top of the head. Didn't cost us a thing, and it will definitely outlast real gingerbread cookies (I tried that).
Also, sliced dried apples (red, skin on) with twine to hang it with looks really neat on a tree. Felt snowman--really cheap. Styrofoam balls wrapped with pretty fabric, tied on top, and hung, looks festive. I also wrapped 5 or 6 cinnamon sticks together like "logs" (the large, cheap craft kind) with a rubber band and glued ribbon over the rubber band to hide it. I then hot glued on some red fake berries, ran twine through the ribbon and hung them, and it looks AND smells good.
Stringing popcorn is fun--seems to work best with air popped corn. Stringing cranberries would be neat, but I found it cheaper to get wooden "cranberry" garlands for the tree. You can use pinecones--free if you find them outside. They give a fake tree a realistic look, if you're using fake.

EDIT: I just realized you didn't specify for the christmas tree, so you can also buy ribbon and make large bows on wreaths--if the bow pattern is elegant, you don't even need to decorate the wreaths any further. Bows on trees, or a large bow on top, is inexpensive too if you make them yourself.

Create some personalized glass ornaments. It is so easy. You can find tons of tutorial in youtube with this. Plus the things you need are cheap and easy to access. Good luck!
