Does a law exist similar to nursing such as the maximum number of patients per nurse?

This question is strictly asking about retail pharmacy.

No, there is no such law. However, studies have shown a pharmacist should not do more than about 250 scripts in an 8 hour day. If you do more than that, you are rushing and might impact quality. It is not uncommon for pharmacists to do way more than that amount per day.
