i have been eating healthy for like - ever!

meaning i DONT have junk foods and stick to fruit/vege/yogurt/wholemeal bread/wholemeal cereals/chicken breasts/fruit and nut bars and no butter etc etc....

but recently i have been eating around every 1 1/2 hour (something like an apple, or 200gms of yogurt etc)

and i have noticed i have gained weight on my legs.

i'm 15-16 girl , around 175cms high and weigh around 47kgs.

i know i need to put on a little weight, but its all going to my legs!!

so now i'm not sure what to do, ((please DONT suggest excersise because that is NOT an option for me at this point in time.. honest.. i wont go into details please))

anyway i think i'm eating around 800-900 calories a day and i do very little excersise, but having this really flabby weight on my inner thighs is very very discouraging to try and gain weight. (meaning you can still see my ribs)

i drink a lot of water and lately i have been REALLY obsessed with eating this muesli...

You're going to hate this, but if you really care that much about how your legs look, you should exercise them so that they won't be flabby.
Besides, if you start to gain more weight and get towards a healthy one you may fill out other places (and I bet your legs are not that chubby!)
Fatty foods are not necessarily taboo either- your body needs fats and proteins and carbs, all of them. (just not too much because even healthy food can be abused)
But seriously, if you want to gain weight but don't want to be fat, or don't want to gain weight, you have to exercise (I'm sorry, it's true!) If you don't care enough about your body to set aside 10 or 15 minutes every day for exercise (not alot of time!), then you obviously don't care enough. (But you care way too much about what you eat, you don't need to count every calorie.)

If you're not eating enough then your body will start to conserve calories to maintain health for core organs. Being to strict can be a bad thing. Eat some avocado's or something, the little extra fat you get is full of the Omega that's excellent for the ticker!
You can do leg exercises without working the rest of the body also to tone just the legs.

unless you exercise excess calories will be converted to fat and stored. where this gets stored on "your" body depends on your genetics. the body will just not increase muscle mass because you want it to. it sounds like this is the end result of an eating disorder which would describe your low body weight and inability to exercise. seems like you found out the hard way about eating disorders

You just have to figure some way of getting exercise if you want to drop some pounds. It can be something simple like brisk walking every day. You can eat healthy all you want but if you don't exercise regularly it doesn't mean squat.
