Uh, not quite.
Using Ctrl + 1 only opens the Format dialog box. You still have to select the Border tab, then you can use the following keyboard shortcuts:

Apply or remove the top border. ALT+T
Apply or remove the bottom border. ALT+B
Apply or remove the left border. ALT+L
Apply or remove the right border. ALT+R
If cells in multiple rows are selected, apply or remove the horizontal divider. ALT+H
If cells in multiple columns are selected, apply or remove the vertical divider. ALT+V
Apply or remove the downward diagonal border. ALT+D
Apply or remove the upward diagonal border. ALT+U

INSTEAD, why not create a toolbar button to add the border you want, then it is only a single mouse click away.

If you do not know how to do that, just email me through yahoo answers.

I usually plug macros under alphabetically appropriate keys and put proper icons in the tool bars - so don't bother with shortcut keys, but the most practical is the Ctrl+' to duplicate into the active cell whatever is in the cell above.
