If he needs a work permit to work, I am guessing he is a foreigner. That said, what kind of visa will he be holding? He can't work with a tourist visa. His ability to work under F1 student visa, for example, is also very restricted. In many cases, he must locate a job that will do an H1-B sponsorship before applying for his visa. This is easier said than done because it costs the employer money to prove that they can't find a US citizen to fill the job. He is further disadvantaged if he is overseas and it is close to impossible to get hired on the phone.

If he knows HOW TO READ AND WRITE ENGLISH PROPERLY. AND SPEAKS ENGLISH FLUENTLY, tell him to go to the unemployment office in the town he is visiting on visa. However, if his English is as poor as yours, tell him to try studying first.
