There are a number of magazines, like Running, that address this, so no, it's not dangerous, you just need to read the articles and figure out how to do it. Start slowly, warm up thoroughly, dress in layers, and cool down at the end. If it's really cold, cover your mouth so that the air that enters your lungs isn't so cold. 15 minutes isn't going to hurt you, but it won't really improve you, either, once you're used to it. To improve, you need to challenge yourself with intervals, difficulty (like hills), distance, time or speed.

No, absolutely not
The only thing that is dangerous about it is if you let your body go into shock
Prevent this by putting on warm clothes before you leave the house so your body keeps its temperature level
Another thing with running in the cold is you need to drink water after your run

Well it depends if what the weather is like. I wouldn't run in the snow. The cold weather is supposed to be good for your circulation but if you sweat a lot and get drenched you might just catch pneumonia so be careful. I had walking pneumonia once and it wasn't fun at all!

Not a problem as long as the temperature is above freezing and you use layers, but if it's below freezing then stick to the treadmill
