Dar-ul-Harb means the non - Islamic states where there is no peace according to Koran, in contrast to Dar-ul-Islam where there is peace since all residing in that region are believers in Koran as the teachings of God as told to Prophet Muhammad by Allah. It is also said that the Muslims should attack the Dar-ul-Harb and convert the Kafirs to make it Dar-ul-Islam.

Dar-ul-Harb means the place of non-believers in Islam who should be invaded by Jihad. It includes the places where Muslims are in minority like India, USA, UK, Canada, Australia, Spain, France, Germany, Portugal, Brazil, and other non-Islamic countries of the world. Al-Qaida like organizations expect the Islamic countries to wage war against non-Islamic countries which is opposed by countries like Israel, USA, UK and also China and Russia.

Darul Hurb is a place where muslims live as the minority and they were oppressed by the givernment of the majority people (non muslim).They could not practise their faith obligation in everyday life such as praying etc.Muslims can rage a war with them (oppressor) such as in Srilanka (hindus majority),Philippines(catholic majority) and Thailand(budhas majoroity).But in general muslims should obey the laws and regulations of the government where they live.if the government are fair and allow muslims freely to practise the religion obligation.Muslims as majority are full tolerance and can live together in peace with other religion followers as minority who respect muslims. such as in Indonesia,Malay sia,Pakistan middle east countries etc.

In Medieval times, the concept of Dar-ul-Islam (Abode of Islam) and Dar-ul-Harb (Abode of War) arose. Dar-ul-Islam meant regions where Muslims were in a majority and could practice their faith freely. In Dar-ul-Harb, Islam and Muslims were considered suppressed--a region dominated by "infidels" who would not allow Islam to spread or who would hinder Muslims from practicing their faith. Against such tyrannies, Muslims were instructed to fight against. However, eventually, the concept of "Dar-ul-Sulah" (Abode of Compromise/ reconciliation) arose to designate countries in which Muslims could live as minorities and practice their religion.

In modern times, Enver Hoxa's Albania or Pol Pot's Cambodia, for example, could be considered "Dar-ul-Harb" because the country didn't allow practice of religion, but in most countries nowadays Muslims can practice their faith freely and proselytize and therefore some of the quotes that are provided by critics of Islam are no longer applicable.

Keep in mind that until only hundred years ago, Muslims in allowed Christians and Jews to practice their faith freely but the same right was not granted to Muslims living in the Christian West.

EDIT:

Other people who have commented have no idea what they are talking about. They are anti-Muslim propagandists. In all the years I lived in the Middle East, I never once heard the expression "Dar-ul-Harb."
