i'm from texas, but moved to california. is it okay if i want to keep my tx plates and continue paying texas registration. isn't paying and filing for california taxes enough to be considered a texas resident?

You perm residence is where you legally have to register it. And that is usually determined of where you live more than half of a month by most states.
