Well I don't know if God sent them or not, but if they are being offensive and obtrusive to your life, then my guess is not.
Free will is the freedom to choose your own path, for better or worse, may you find yours.

It's because they want to "save" you if you have not chosen to accept Jesus in your heart. They fear for your well being, and want to convert you so that they can rest knowing they did good service for the sake of their religion and "man kind".
As for your second question: A good way to find out is if you go to "religion" chat room in yahoo, you will be AMAZED with the anger and hatred a few have of those who are not "saved". They will insist that you are going to rot in "you know where", and want nothing more than to rid of you themselves. There are those that are truly concerned and then those who are like you could find in a crazy chat room.

I think all people have something to teach us. Everyone in our lives is there for a reason. A lot of times the stuff that bugs us the most is stuff that we need to hear, or something about ourselves that we hate to be reminded of. The question to ask oneself is, "Why is this bothering me so much?"
If you totally ignore a person, they will go away. But if you engage that person with your response, they will be back!

Every one is unique and important, every on has something unique to teach you. You don't have to agree, and nobody can tell you that their uniqueness is more important than yours.
Through faith, anything that happens is a call to either enjoy it or make it into something good. Sometimes, that means opening up to people, sometimes it means telling someone to get a life.

if someone is truly bothering you you can sometimes get someone after them like a bouncer at a bar or maybe you can ask them to pray with you holding hands, often, that may freak them out and send them running, if they are bad. Also tell them you are busy with bible study usually.
then there are certain people that see that you have something and may need something from you to help them or they may want to be helpful with you or to exchange help--it varies

Could be because of their own insecurities OR they could just like to challenge you so in order to really get under your skin they have to insinuate themselves in your personal space.
Let them know you are uninterested in any dealings with them and if they won't take the hint just ignore them at all costs.

I believe some are soo desperate for friends that they might see something in you that is friendworthy and therefore might be drawn towards your kindness or some quality of friendship you have
