Yes, we are awarded or punished according to our deeds and misdeeds during the previous birth. Think of it, why a person should be born in a rich family with all social standing and another be born in a poor family where the rearing mother even does not have two penny to purchase milk to feed the baby. Similarly, from the same parents why some one should be born crippled from or deformed and other children with normal organs.
It has been explained in Geeta that the destiny is the result of the sum total of what one does during whole life that is carried over to next life as a reward or punishment according to the nature of the deeds.

I was raised catholic, so apparently I don't believe in previous lives.

What would be the point? If reincarnation does exist, and we are broken down to the point where we become another person in another place and time, there would be no point in punishing someone, unless youve got a really beareucratic God knocking around...

I don't think we are punished, but it can feel like it. We are given opportunity to learn lessons we failed to learn in a previous life. If we succeed in learning it, then we can stop going through the same type of lessons and move on to something new.

Well, I believe we reap what we sew here in this life. Karma is with you always if you do good deeds then that is your life experience. If you try to always be fair and honest, life will be easier for you. If you are a cheat and liar than life will not be easy.

It is another opportunity to learn from your past mistakes.
Take this life and try to heal all of your wounds and be peaceful.
Sounds oversimplified, but it is a true way to prevent coming back as a rat.

If you throw a rock through a window, does it break? Is it "punishment" when the window breaks, or just cause and effect? Then you learn not to throw rocks at windows. The soul must perfect itself through lessons, not punishment.
