I live in NY and im wondering if i could buy handgun ammo without a pistol permit . My father owns a 38 and a 32 cal. and i was going to buy him ammo for x-mas but i have no permit .

You must be 21 years of age to purchase handgun ammunition by federal law.

(b) It shall be unlawful for any licensed importer, licensed manufacturer, licensed dealer, or licensed collector to sell or deliver—
(1) any firearm or ammunition to any individual who the licensee knows or has reasonable cause to believe is less than eighteen years of age, and, if the firearm, or ammunition is other than a shotgun or rifle, or ammunition for a shotgun or rifle, to any individual who the licensee knows or has reasonable cause to believe is less than twenty-one years of age;

A giftcard to a gunshop or sporting good chain if you need a permit to buy ammo. I would check with the State's Attorney Generals office.

I live in the People's Republik of New York as well, and have a 9mm carbine that I shoot a lot. There're a few stores near me that do sell pistol ammo, but only to permit holders, since that is state law. I just go and tell them that I'm using it for a pistol-caliber carbine, and then they'll sell them, not as pistol bullets, but as rifle bullets. That doesn't mean you can't shoot them in a pistol, they worked perfectly fine in my friends SIG, and another buddy of mine's Star 9mm. So just find a .38SPC or .32ACP carbine, and describe it to your local gunsmith. If that doesn't work, maybe he'd sell it to you for a gift. If all else fails, a gift certificate might be your only chance, and I'm sure he'd understand it, and be glad that you put so much effort into trying to buy ammo for him.

you dont need a permit to buy ammo, just be age 18 or over. Is it a .38 or a .38 special because those matter to. you can buy him high quality rounds for defense or whatever or factory rounds by the ton for cheap, check your states stuff but here in nebraska anyone can walk in and buy ammo.
