No. Totally depends on the city and their requirements.
Here in Los Angeles, many of the smaller cities police recruits go through the LA County Sheriff's training academy.
( the best and toughest in the world! )

most state troopers have to attend a police academy
and sometimes they have contracts with some local city to train their officers)
or in California there are some colleges that have POST
police academy (Rio Hondo college is one ) whitter police
send their recruits too, also LA county sheriff will
also train officers from other law enforcement agencies
and I think Orange county sherrif uses Rancho santigo college
to train their officers

Not in my state. I work for a large city that has its own academy and often smaller cities sent their guys to our academy.
The guys for other jurisdictions that went through my academy with me, attended my department's graduation ceremony and I attended theirs'.
Also often officers transfer between departments, I know many guys who have got "bored" with big city life and reloacted to more rural areas...
