Most females come into heat every 6-7 months, but some do not come in at that time. They are like humans some cone in early and some late. But the rule of thumb is twice a year. There is also something called silent heat which there is no visual signs that the female is in heat.

It depends on the age of the dog and the breed. Puppies are quite irregular and often go a year betweens heats. Once matured, it is usually one heat every 6-9 months, again, depending on breed. It won't vary much once mature, ie, every six months, every eight months but a heat can be jump started by another female being in heat.
