First thing - fired immediately. If America is ever going to move as one into the 21st century, this sort of thing has to stop.
Second thing - introduce the (now ex) cop to the relatives of African Americans who have been killed by police in shocking modern-day equivalents of the old-time lynchings of the early 20th century.

Internal investigation with criminal findings turned over to DA. If I were a cop I would want this jerk out of the force. There is enough negative publcity without have jerks like him proving it.

He should be striped of his rank and fired and never be able to hold another job in law enforcement or public office.
