A nihilist believes there is no "ought to be." Things just are as they really are, there is no way the world "ought to be," beyond individuals personal preferences as to how it should be. There is no objective "ought to be."

For example, people shouldn't be nice to one another automatically because they "ought to." It of course would be nice if they were (wish fulfillment), and there may be game theoretic advantages to it (evolution and economics), but it isn't part of any objective design in the universe.
