You can do it two ways: get ordained online through the Universal Church or go down to the registrar office and a judge will give you the authority to perform weddings for a certain length of time. I would suggest the Universal Church because it's free and easy. It costs money to get ordained through a judge and they only do it once a week.

There is no such thing as a temporary license. Your license is permanent, unless it needs to be renewed like a driver's license--and, I have never heard of that in the case of being an officiant for weddings.

Do a Google search for "Online Ordination in California" and you may find a way to do it inexpensively and easily online.

Actually there are states and cities that issue a one day license or certificate for people to perform marriages.

I know the State of Mass is one of them. So it would really depend on your local laws. You should find the local website or contact your local courthouse and you should be able to find out.
