I have TPed before and I plan to again, however, the next target is on somewhat of a main street and I was wondering: is toilet papering illegal in the state of Massachusetts?

TPing is technically vandalism. It is often not prosecuted unless the 'victim' files a complaint.

I like option I once heard a multimillionaire say he used when local kids repeatedly TPed his home. He had a meeting with them and pointed out he could afford MUCH more TP than they could. The problem stopped without police getting involved.

TPing is considered vandalism if and only if the owner wants to press charges. That goes for Mass as well; however eggin' or anything of that nature has the ability to physically effect someones' property can possibly lead to arrest without the owner pressing charges. Remember TP is ok for a practical joke but other means may damage (cars' paint, cause sun-drying, etc) may lead to a possible misdemeanor.
