are you supposed to capitalize the abbreviated names of the bible?

for example: Rom 5:8, Gal 5:19-21, Eph. 2:3

Do you know what this means: Luke 16:19ff ?

That means Luke chapter 16, verse 19 and the verses which follow verse 19.

They should never be uncapitalized since they are proper names referring to specific books, not to mention national groups are also supposed to be capitalized like Romans.

They are books. You capitalize the title of books even when abbreviated.
