Make an Engineering Drawing complete with geometric dimensioning and tolerancing.
If you do this, the manufacturing people should know how to make it.

But pcb's are in thou' and inches

but engineers within NASA might use Light-years

Usually it's either parametric dimensioning, or geometric dimensioning.
