It's normal. They got wet. They shiver. Absolutely normal. Just keep them with Mom to stay warm. And warm their gruel in the microwave for a few seconds first, but make sure it isn't too hot.

All puppies do this. ALL puppies. I have had dozens of litters in my lifetime, and they ALL do this. It is normal. You just have to warm them after they eat. Mom does this best, if you can't have Mom do it, then you provide extra warmth.

They're probably shaking just because they're wet and cold so get them warmed up quickly by throwing some towels in the dryer for a few minutes then placing them in their area while you get a more permanent heat source set up.
I'm guessing they must be 4-5 wks of age if they're on gruel, so their area should be about 85 degrees. But they should have a source of more heat they can snuggle in. A heat lamp or portable oil radiator works great. If you don't have either of these, try setting a lamp w/ a 60, 75, or 100 watt bulb (no shade). Just be sure to set up any heat source in a way that it can't be touched, bumped, or knocked over by the pups or their mom. When I have litters, I enclose about a 12x12 area with wire puppy pens and place the heat source (radiator) on the other side of the pen in a corner directly behind the puppy box.
Mom doesn't need the extra heat so be sure there's enough room for her to get away from the heat source & cool off.

It may or may not be normal. How are the puppies acting otherwise? If they are lethargic their blood glucose could be low. (sugar level) This is an emergency and they need to be seen by a vet. But as far as being cold the only way to know for sure is to take their temperature. Normal body temp is between 100.5-102.5 for dogs. If their fur is wet you should towel dry them. You can use a blow dryer but you must be very careful not to cause a burn.

No it's not normal their cold. get a heat lamp over them or get some empty soda bottles and fill them up with very warm water and wrap them in towels. Places them around the pups. You should have them in a very warm area to begin with.
Pups can get very sick if they get cold they have a very hard time regulating their own body temperature. You will need to find a way to keep them warm.

Put all the pups in a small well heated room such as a bathroom. You can put a heating pad down with a towel over it and let them curl up on that. Try putting towels in the dryer and then immediately wrap the pups up in that until they stop shaking. make sure they stay hydrated.

It's not normal. Put the heat on and get a towel and dry them or wrap them in it for a little bit. If they are still shaking bring them to the vet right away!
