If they are members of a local church, they should check the availability there for the ceremony & reception. Krogers and Randalls make cheap cakes that are still beautiful. She should check David's Bridals for dresses on sale.
For $2000, she should make it a cake & punch reception. Unless she caters herself (cooks, sets up, etc) she will not be able to do it on her budget.

Hi. Wow! Three weeks is not a long time. There was a mother on here last night searching for the same answers for her daughter.
Anyway...on to your question:
Does she belong to a church? That would be the first start. However, I don't know of many churches that will rush a wedding that quick, unless this is a military couple leaving for a deployment.
If she does belong to a church, have her call a speak with the minister/priest. She could also have the reception in the church hall (if there is one.) That would be the easiest.
The second easiest would be to go to the courthouse. They will need to apply for a marriage license (look up the laws for your state)....some states have a waiting period from the time of applying for the license to the time you can actually get married...some states do not. (For example, here in Michigan we have a 3-day waiting period...so if you applied for a license on a Monday, you could not be married until Thursday).
Again, the easiest thing would be to go to the courthouse and get married.
A reception? That may have to be at someone's home. You can try to call around...but it's Christmas party season!! Things are booked up. If there is a nice restaurant...perhaps they have a private room you can reserve.
Another option is to see if she can have a morning wedding and then have a brunch or lunch reception.
Outfits: It's easy to rent a tux...just go to a tux place and put in an order.
A wedding gown will be a little more difficult...but not impossible. Can she borrow one from a friend or family member? Otherwise...go to a bridal store and buy one off the rack. Or go to a department store and buy a nice dress. There are many that are fancy enough to pass as a wedding dress.
Cake: Check out a bakery in a grocery store...definitely much cheaper than a regular bakery.
Decorations: It depends on how many tables she need to decorate. Go to a dollar store and get some clear glass vases and "vase gems." Put some vase gems in the bowl, fill about 2/3 with water and put some floating candles in the bowl. Easy and elegant!
Buffet/Sit down: A buffet is definitely cheaper...but at this late date it will all depend on where you can find a place and what they have to offer.
It may be best for her to go to the courthouse and have a simple reception at someone's home.

If you can find a David's Bridal nearby that is the best place to get a dress on a budget...or borrow one. Some people might not mind lending it to get a few alterations and then return it afterwards. Perhaps the groom could borrow a suit rather than the traditional tux. A good black suit will look great if done right.
Now for flowers, for my cousins wedding we paid for flowers and put them together ourselves at the flower wearhouse. They help you...its almost like they do them for you (ask for a lot of help). Cheaper and faster. Just make sure to set aside an afternoon.
Food...perhaps a family member who loves to cook could fix the meal. If not, consider a desert only menu. Have the cake (which you could purchase at krogers) and also have chocolates, maybe a chocolate fountain with pretzels, marshmallows, fruit. If you want food you could consider more of a backyard barbecue menu. Pulled pork on buns is cheap and easy along with baked macaroni (CHEAP!!), pasta salads, baked beans (CHEAP) and other veggies.
As far as decorations, that is easy to do cheap. Remember less is more. Lots of candles, cheaper REAL flowers, NO STREAMERS!!
And the church, ask around about churches that do weddings for a little of nothing. Do you know anyone who is a minister? And last of all, the reception site. Any local clubs that have their own meeting sites? Sometimes they will rent for next of nothing. How about the church reception hall? Consider a family members home or even a friend with a nice place. Local engineers club?

3 wks?!?! Wow, tight for company's shipping. Ok what does she need? Where is she getting married? Has anything been booked? Buy a white dress online. A white bridesmaids dress or prom dress. It's cheaper if you find one not called a "wedding" dress.
If a church, it should get the fellowship hall for free. For the cake, consider Walmart or the grocery store baker. They really can make some beautiful things for a reasonable amount of money. Go to a place like Costco or Sam's Club and have the florist there order some flowers for you. Make your own centerpieces.
I'd pick up small appetizers from there as well. Something small that you pop into the oven and mostly just do a punch and cake reception.
Basically for that small of a budget figure out what is important to you. And spend the most on that. Then realize that marriage license and minister is really all you need.

Use little white Christmas lights all over for decoration. Keep it simple and festive!
Cake can be made at home - buy the white angel food cake, make a bunch of layers, and frost liberally with white icing from a jar.
Go to one of the big craft stores (like Michael's) and buy a cake topper there. They also have invitations that can be filled out by hand.
As for food, just have a cocktail reception. Have a buffet table set up with appetizers (you can get frozen ones at Costco and cook them yourself) and bottles of wine, soda, vodka, whisky, and beer.
Let a friend play bartender.
For flowers, have the bridesmaids hold a single rose, and the bride hold a different type of flower. Craft stores have very nice looking fake flowers/bouquets too.
The bride can find a beautiful dress for less than $100 if she looks all over, not just bridal shops! The groom can rent a tux or a suit.
For a ring, have her go to QVC and get one of their diamonique rings - they are stunning and inexpensive!!
Instead of a band, have all of the couple's favorite CD's on mix or set up an Itunes play list to play all night!

as i always say:
all they need is a couple of rings, a preacher and themselves, everything else is just icing on the cake.
they can get married in the vestry of the church if they want the church involved, or if not, city hall with the j.p. will work.
then either a wine and cheese function at the family's home or a nice dinner in a nice restaurant with close family and friends - tell the restaurant its a wedding party and they may offer a bottle of wine for the toast, and usually they will allow the bride and groom's wedding cake to be delivered to their establishment.
it can be very nicely done fairly inexpensively - the size of the wedding doesn't guarantee the happiness of the marriage. something some couples seem to forget! good luck and happy wedding.

Cake:Order from a grocery store.
Outfits:
Her- dress from a nice dept store, Anne Taylor or something like that.
Him - nice suit he can rent
Where: Outside, maybe a park that is free. Just check with the parks dept for any licenses you might require. If you are in a cold climate, I say someone's living room. I went to a wedding like this before and it was cool...everyone gets lost in the moment and you just care they are getting married.
Food: Just serve cake and punch/iced tea
Flowers: A bouquet of nothing but baby's breath is incredibly inexpensive, chic and unusual...not to mention VERY winter like...it looks like snow. Go to a flower shop and put it all together to see what I mean. I promise no one will have ever seen this. 10 buck max for her bouquet. Tie with ribbon. He doesn't need any flowers.
If its outside you don't need any decor. If its in, plain white candles in clear glass votives will work VERY well and be ultra romantic. Buy about 50 if the space is small. 75-100 if larger.
Photography: Buy about 20 disposable cameras. Have responsible ppl distribute to guests. At the end they collect them. Then they just get them developed. It will be interesting to see what ppl take.
