My chi's are piddlepad trained, I do send them outside, and if the weather isn't that bad they'll go. But if it's cold, or snowy, rainy, or wet they just look at me like I'm nuts.
I like the piddlepad because that way, if I'm not home, they don't have accidents, they go use their pad. Unlike my husband's dachsund, who isn't piddle pad trained, and doesnt ask to go out, so if you don't read her mind, she wizzes in the living room floor!

I have a one pound Chihuahua and the grass is bigger than she is. She is completely pad trained; however out in public places where I wouldn't have a pee pad, she goes outside.
The other idea is get him a coat and walk him regularly. Of course this can be a bad if he really has to go.
It isn't hard to retrain him to go outdoors and it is a great idea to start with the pee pads because a dog that small may need to go when you aren't there.
I have found the washable pee pads to be pretty effective. Unfortunately because of the material they are made of, he may confuse them with towels left on the floor. However, for the economic value and easy care they are great. You can get them at any dog show for 10 for $20.

Start with a small area with a wee wee pad where u would want it to use it. make a kennel. Take it out to play but when ur done put in the area praise alot when it uses the pee pad. As she / he uses the pad in that spot give it more room. Withing time u will not need to have a kennel around it because it will run to the wee pad to go. I used this for my small dogs.
or for outside when she goes give her alot of praise and also a treat she will want to go out knowing there is a treat she will be getting chicken liver

Clear off a spot where u want him to use the bathroom outside. Make sure that he can do his business comfortably. My mom has a poodle that won't go if it's snowy so they have to keep a patch in the yard clear of snow just for her.

I always use pee pads. All year round. I do sometimes let my dogs go outside with me out with them in a fenced yard to potty. But small dogs belong inside. Make sure you are feeding the dog dry food.....a good dry dog food. This is easier to pick up poop if he misses the pad, but the pee pads are a life saver.

I use to shovel paths throughout the yard when I owned a small dog. She would cruise through the yard and have a blast, like 1 big maze!

Shovel some snow off the grass so your dog wont get burried in it.

Shovel a walking area for your dog and a small area where he can go potty.
Oh and get him a sweater.

Take a shovel and clear him out a spot to use is what I would do, so you won't have to retrain him in the spring.

When this guy in my picture was small we just snow blowed a large area for him to pee and poop in. No big deal!
