Depends upon the condition when you left it on the counter at 22C (about 72F).

Wrapped?
Frozen, frigerated, room temp?
How old when you bought it?
What cut or is it ground meat?
What do you consider spoiled?
Beef, Chicken, Pork or something else?

I'd be leery after 4 hours, but for it to rot it would take much longer.

Meat of any kind should not be left out at room temperature for more than a half-hour. This is especially important if you intend to cook the meat to any degree of doneness other than very well done. Chicken carries Salmonella and beef is often contaminated with E. coli. Those bacteria will start to grow almost immediately at room temp. Thaw meat in the refrigerator or in the microwave.

This is a tricky question .You need to figure tine to transport from store temperature of home volume of meat type of container (paper bag plastic or card board box .Would suggest if it is a reasonable amount of time refrigerate then cook before freezing.But best rule is when in doubt throw it out
