I would think it depends on whether you're talking about one cat or more than one cat. (Strictly speaking, in a subjunctive phrase one might ask whether the cat were fed; as opposed to the declarative statement that the cat was fed.)

Depends on how many cats. If one cat, then "The cat was fed."
If two or more cats then, "The cats were fed."

well if your a softy like me and pick up strays and give them homes..then the correct answer would be ..the cats were fed. or if you have the one on one loving..than the correct answer would be..the cat was fed.
