No he was not lazy. He forgot stuff all the time though. And the reason that he was rarely with the rest of the Rangers when they transformed was because of the use of Japanese footage in which the Green Ranger showed up later.

I don't think they would have made him return as White Ranger if he was lazy. Instead, he became the leader of the team. He was also Red Ranger for Zeo & Turbo, until he picked TJ to take his place after he graduated high school.

By the time of Dino Thunder, he had gone through college, become a high school science teacher, and did research concerning the Dino Gems (source of power for the Rangers in this series). He was mentor to the Dino Rangers and once again became a Ranger himself (Black Ranger).

If you are referring to the Green Ranger in MMPR, no, he was just plain forgetful at times.
